Who must submit DCR 2026?

Who must submit DCR 2026?


All DNFBP sectors, except for Casino and Non-Bank Financial Institutions (NBFIs), are required to submit DCR 2026.

One of the following submission types may apply to your firm:

  1. Full DCR 2026 submission
  2. Declaration of non-applicability of DCR 2026
  3. Exemption from DCR 2026

Note: If your firm is exempted from DCR 2026, no further action is required.

The submission period is from 1 July 2026 to 30 September 2026. No extensions of timeline will be provided for DCR 2026 submission.

How to Submit DCR 2026

How to Submit DCR 2026


  1. All DCR 2026 submissions will be done via the Dynamic Submission Portal (DSP) that can be accessed here: https://dsp.bnm.gov.my
  2. You must first determine what type of submission that is applicable to your firm i.e.
    1. Declaration of non-applicability of DCR 2026; or
    2. Full DCR 2026 submission

For Firms Subject to Declaration

  1. Access DSP
  2. Register for an account
  3. Once login select ‘DCR +’
  4. Select ‘Declaration Form’
  5. Provide all the required information and submit

For Firms Subject to Full DCR 2026 Submission

  1. The appointed Compliance Officer* will receive an email from BNM with the login instructions (i.e. user name and password)
  2. Once login select ‘DCR +’
  3. Select ‘DCR Form’ of your sector
  4. Provide all the required information and submit

*Note: If your firm have not appointed a Compliance Officer or wish to change the details of the Compliance Officer, please do so via this link: CO Nomination form

Access and login instructions will be provided to the registered email address of the CO within 5 working days from the date of submission of notification form to BNM.

Important Notes


  • Please be reminded that all DCR 2026 submissions are final and BNM will not entertain any requests to amend the DCR that has been submitted.
  • Information submitted by RIs in the DCR 2026 are confidential and will be used by BNM for supervisory purposes and risks assessments. RIs are required to attest at the end of the DCR 2026 that all information provided is complete and accurate to the best of their knowledge.
  • RIs are advised to use the DCR and it's corresponding report card issued as self-assesment tools to help identify gaps and areas of improvement in complying with the AML/CFT/CPF requirements.
  • RIs are required to submit a DCR as part of the AML/CFT/CPF and TFS compliance obligations. Filling in the DCR does not tantamount to endorsement of the firm's businesses or products. Bank Negara Malaysia does not endorse, approve, register or license the businesses or products or services offered by any RIs.

Failure to submit the DCR 2026 constitutes non-compliance with the AMLA, the FSA and the IFSA, as the case may be. The Bank may pursue appropriate actions, including enforcement actions such as imposition of monetary penalty, in respect of such non-compliance, pursuant to the applicable laws.
